TechSoup Bulgaria is operated in partnership with Workshop for Civic Initiatives Foundation and was launched with TechSoup Global in 2009. WCIF’s mission is to encourage different communities to take responsibility and to work actively for social development, making full use of local resources.

To achieve its mission WCIF supports:
- Cooperation between NGOs, local authorities and business organizations, as working together within a community to achieve social change is the best way to take responsibility for building public welfare.
- Development of non-governmental organizations as they play an important role in the construction and development of civil society.
- Development of philanthropy , as neither civil society nor its organizations can exist without the active support of socially responsible people, corporations or institutions.
